   中国有很多优秀的水利专家,世界需要听到中国专家的声音,学习中国在水利水电方面的经验。中国水利事业发展不仅要引进来更要走出去,中国水利专家要成为世界水利事业的领导者。”2018年中国政府友谊奖颁奖仪式结束的当晚,记者见到了国际水利与环境工程学会执行长克里斯托弗·布莱恩·乔治,米白色西服套装衬得优雅得体又不失干练。66岁的乔治称,已经不记得自己来中国多少次了。
乔治拥有近40年的水利研究和工作经验,1977年他第一次来到中国,被中国古老的文化所吸引。自担任国际水利与环境工程学会执行长以来,他多次访华。2015年,他积极促成国际水利与环境工程学会总部核心职能迁至北京,为中国水利行业积累国际组织管理经验、更多参与国际组织核心工作作出主要贡献。
“20年前,中国人很少参加国际会议。但现在,各种各样的国际会议上都有中国代表团的身影,在此基础上,中国专家应该提升领导力。”乔治对记者表示,中国有很多值得引以为傲的大坝工程和治水经验。“现在很多中国人说英语,研究机构和学院也有更好的经济条件组织国际性会议和活动,外界也期盼着中国人做更多。为此,中国应该在世界水利建设方面扮演更加重要的角色。”
乔治回忆道,2013年芦山地震时,一名中国堰塞湖治理专家表现突出,乔治推荐该专家到重要的国际组织任职,分享中国经验。乔治表示,很多中国水利专家都非常优秀。他协助推荐了多位来自中国的水利专家在国际水利与环境工程学会理事会、地区分会、技术专委会、期刊编委会中任职,推荐中国专家获得国际水利与环境工程学会最高荣誉终身会员,增进了中国水利工作者与世界水利同行的交流。
“改革开放是一件很明智的事,因为世界是同一个世界,没有国家能够不与外界合作。”乔治认为改革开放给中国的飞速发展带来机遇,也促进了世界认识中国。“中国很强大,也表现出了与他国合作的意愿。我希望更多的中国水利工程师多与外界交流。其他领域或许会有边界,但水是没有国界的。”乔治强调,各国需要互相学习、携手合作、共同发展。
近年来,中国更加注重评估水利工程对环境的影响,从追求大型水利工程的建设速度向环境友好转变,乔治对这一做法表示赞同:“在这个方面,中国可以多借鉴国外的经验做法。”他还强调,加强公众教育,让公众珍惜水资源也很重要。
